NOTICE OF PUBLIC HEARING – SAINT PAUL PLANNING COMMISSION

Zoning Text Amendment – Initiated by Saint Paul Town Council

 

Pursuant to Virginia Code Sections 15.2-2204 and 15.2-2285, and the Town of Saint Paul Zoning Ordinance,  the Saint Paul Planning Commission hereby gives notice of its intent to conduct a public hearing regarding the Town Council initiated proposed ordinance to amend the text of the Town of Saint Paul Zoning Ordinance.  Pursuant to Virginia Code Section 15.2-2280(4), the proposed zoning text amendment adds language precluding certain activities among all zoning districts identified in Article III of the Town of Saint Paul Zoning Ordinance, specifically prohibiting activities “related to mineral extraction and processing including underground mining, surface mining, extraction and removal of coal, stone, gravel, and sand and similar minerals or raw materials and structures and activities accessory thereto, drilling and operation of oil, natural gas and methane gas wells, including well heads, gathering and transmission lines and structures and activities accessory thereto.”  In addition, the proposed zoning text amendment identifies permitted uses and structures, lot area and width requirements, required yards, use of certain required yard areas, screening requirements, height limit, and plan of development requirements, in addition to the prohibited uses related to mineral extraction and processing, “related to mineral extraction and processing including underground mining, surface mining, extraction and removal of coal, stone, gravel, and sand and similar minerals or raw materials and structures and activities accessory thereto, drilling and operation of oil, natural gas and methane gas wells, including well heads, gathering and transmission lines and structures and activities accessory thereto”, all specific to I-1 Heavy Industrial Zoning District.  A complete copy of the proposed amendment can be examined and reviewed at Saint Paul’s Town Hall located at 16531 Russell St., Saint Paul, Virginia.  The public hearing will be conducted at the Saint Paul Town Hall, located at 16531 Russell St., Saint Paul, Virginia on Tuesday, July 10, 2018 at 5:30 p.m.  The regular quarterly meeting of the Planning Commission will be held on Tuesday, July 10, 2018 at 6 p.m. or immediately after the public hearing is closed.

At said public hearing, any and all interested persons will be given an opportunity to express their views and to speak in favor of the proposal or in opposition thereto.  Those persons desiring to speak are requested to show up a few minutes prior to the start of the public hearing to sign in to speak.  Each speaker will be allowed a maximum of three minutes each and cannot allocate their time to another individual.  Speakers will be allowed to speak in accordance with the order provided on the sign-in sheet at the public hearing.  Speakers must come to the podium and give their name and address before making their remarks.  Speakers will be timed by a staff assistant and given notice when they have one minute left and when their time has expired.  Upon notification, the speaker shall relinquish the podium and return to his or her seat.  When the public hearing is closed, the Planning Commission will deliberate on the agenda item, during which the public may remain present but will not be allowed to speak.  The Planning Commission may ask questions of anyone in the audience in order to seek clarification of issues that were brought out at the hearing.  Abusive and inappropriate language will not be tolerated.  The Chairman of the Planning Commission will fairly enforce the above rules.
