This Notice shall satisfy the above-cited procedural notification requirement.

FINDING OF NO SIGNIFICANT IMPACT

The town of St. Paul has determined the Lyric Theater project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. The project mainly consist of substructure, superstructure and exterior construction and improvements to the historic Lyric Theater. Additional project information is contained in the Environmental Review Record (ERR) on file at the St. Paul Town Hall, located at 16531 Russell Street St. Paul, VA 24283 and may be examined or copied weekdays 9 A.M. to 4 P.M.; as well as on the Town’s website at www.stpaulva.org.

PUBLIC COMMENTS

Any individual, group or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the St. Paul Mayor’s Office, located at the address above.  All comments received by September 24, 2018 will be considered by the Town of St. Paul prior to authorizing submission of a request for release of funds. Commenters should specify which part of this Notice they are addressing.
